Overview

The Welcoming Remarks is delivered by Mr. Frederick. The second session of 2020 AIV Virtual Forum for Teachers in the APEC Region tries to find out innovation and solution to the challenges of the COVID-19 pandemic from the Best Practices for Inclusive Education at Secondary Level. This will shows us experiences, lesson learned and techniques from Philippines, Thailand, and Indonesia. At the end of the session will be Question and Answer session moderated by Ms. Jayanthi Jayaraman from the Ministry of Education of Malaysia. Best Practices for Inclusive Education at Secondary Level

The Department of Education Philippines has 3 Learning Delivery Modalities:

Distance learning comprises
Blended learning
Home schooling

Based on the survey, the ranking of learning delivery modalities which are used by many teachers or community are:

1. Modular Distance Learning (printed modules)
2. Blended Distance Learning (online+module, TV+module, Radio+module)
3. Online Distance Learning (online digital modules)
4. Home schooling (a school-at-home-approach)

For the teacher and student empowerment, the Department of Education Philippines conducts:

Webinars for Teachers (LDM 2 Course Modules for Teachers)
Webinars for Students (Orientation of Parents on MDL and ODL)

The Department of Education Philippines prepares Learning Resources for online distance learning, they are:

DepEDLearning Management System
LRMDS
DepED Commns Android Launcher
Office 365
G Suite
Zoom
Teams

Meanwhile, for offline distance learning, the Department of Education prepares;

Printed Learning Modules or Offline Module App
TV-Based Instruction
Radio-Based Instruction

The teachers can choose which kind of modalities which is suitable for them.

The Policies from the government and the MOEC during the Covid-19 pandemic are:

Preparing (preparing teachers, preparing online contents, preparing technology and handbook, giving information to students and parents)
Check student's readiness
On-air/Online (Preparing online contents, preparing technology, managing online class)
On site 3 days/online 2 days (Blended learning)

Application for online modalities that will be used by the teacher depends on the survey that has been taken to the students because before online class started they survey their students about online platform that they would need during online class.

Ms. Nualmorakoot Taweethong concludes her presentation by saying that teachers are expected to be more active in providing support to learners via different online platforms. By doing so, teachers can respond to different needs of learners, provide them with feedback and generate exchange of ideas.

The Ministry of Education and Culture has prepared the platform for headmasters, supervisors, and teachers. The platforms for teachers are as follows:

Guru Belajar (Teacher Learning)
Guru Berbagi (Teacher Sharing)
Guru Penggerak (Teacher Moving)
Government aid for continuing studying at university (Bachelor degree)

Teachers use some digital applications for delivering the distance learning. Based on the survey, teachers mostly use:

WhatsApp
Google Classroom
Google Forms
You Tube
Rumah Belajar
Quizizz
zoom
Google Meet, etc.

The most important thing is that whatever the modalities the teacher use, the students' learning process must happen anywhere and anytime. At the end of her presentation she says that "Every cloud has a silver lining." It means that every sad or difficult situation has a comforting or more helpful aspect.

4. Question and Answer

Ms. Jayanthi Jaayaraman from the Ministry of Education Malaysia moderates the discussion with the speakers in Question and Answer session. She asks some questions to the speakers to know the experiences and best practices from their perspectives. The questions are among others:

What do you think is the most important thing to consider when conducting online untact education?
How are you coping with the challenges of untact education or distance learning (time management, students' engagement, assessment)?

Before the webinar comes to an end, Mr. Myungsun Park (IACE, Korea) delivers his Closing Remarks. He closes the meaningful and fruitful webinar. On behalf of the Ministry of Education in Korea and the Institute of APEC Collaborative Education (IACE), he is really thankful to Dr. Margarita Ballesteros from the Department of Education Philippines, Mr. Oky from the Ministry of Education and Culture Indonesia, and to all outstanding speakers and participants.

The outbreak of Covid-19 pandemic triggers us changes and creates chances to a better future. The Best Practice delivered by the speakers suggests that nothing to be afraid of with collective action taken. Education is the responsibility of the entire communities. He highlights that 2020 AIV Webinar echoes teachers from member countries. Through exchange knowledge and experiences, learning the teaching methodology and tools, educational philosophy, and sense of solidarity we can combat the Covid-19 pandemic.

The Congratulatory Remarks is delivered by Dr. Margarita Balesteros (DepED, Philippines). On behalf of the Secretary of the Department of Education, she would like to thank to IACE, the Ministry of Education of Korea, the Ministry of Education and Culture of Indonesia, and the Department of Education of Philippines. The Best Practices from Korea, Indonesia, Philippines, Malaysia, and Thailand the knowledge various challenges in terms of pedagogies and methodologies for being open which will help us with education sector in this Covid-19 pandemic.

Before closing her remarks, she reminds us with some words:

Friends you are not just teachers, but the managers of the world greatest resources our children
Do not underestimate the power of the determined teachers, teachers lies the biggest role in the world
Teachers shape future generations who will shape the upcoming roles as politicians, leaders, doctors, engineers, managers, etc.

He delivers his big appreciation to the Ministry of Education Korea, the Department of Education Philippines, and the Ministry of Education and Culture Indonesia. And the big appreciation too is given for the outstanding speakers (principals and teachers) and participants.
