2020 AIV Virtual Forum for Teachers in the APEC Region

(First Session)

Overview

The 2020 ALCoB Internet Volunteer  (AIV) Virtual Forum for Teachers in the APEC Region is conducted for two days, November 9-10th 2020. The forum is co-hosted by the Ministry of Education and Culture (MOEC) Republic of Indonesia, the Ministry of Education (MOE) Korea, and the Department of Education (DepED) Philippines. 

ALCoB Internet Volunteer (AIV) is an APEC workshop for teachers and university students within the APEC Region (Indonesia, Korea, Philippines, Thailand, Malaysia). In the year of 2020, due to the outbreak of COVID-19 pandemic, untact (without contact or virtual) cooperation is highly required. The global pandemic would be not only a challenge for us but also an opportunity to bring AIV a revolutionary and innovative change. Under the theme of "Enhancing Digital Literacy of Teachers in the APEC Region to Combat COVID-19 Pandemic", AIV conducts real-time webinar to get the benefits from the event by sharing and listening to best practices of untact education. 

Opening Ceremony

On the first day, November 9th 2020, the Opening Remarks is delivered by Mr. Myungsun Park (Senior Program Specialist, Institute of APEC Collaborative Education, IACE, Korea). He represents Mr. Dongsun Park (the Chairman, Institute of APEC Collaborative Education, IACE, Korea).

Mr. Myungsun in his opening remarks says that 89% students are out of school due to the Covid-19 pandemic (UNESCO). It needs collaboration and cooperation within the member countries of APEC Region. It also needs sharing Best Practice and modalities. The objective of untact cooperation is to reach solution to overcome the problem with the theme AIV 2020 to combat against COVID-19 Pandemic.

The Welcoming Remarks is delivered by Dr Margarita (the Department of Education Philippines). The objectives of APEC are to establish economic, education, and human capital. ALCoB is established to improve human resources. Korea, through ALCoB, helps Philippines to improve teachers to use technology. Philippines collaborates to adapt digital age, share Best Practices within neighbouring countries because collaborating will combat the COVID-19 pandemic. A line by American journalist says that "the teaching is always calling". It is the responsibility of teachers to create the future of education.

The Congratulatory Remarks is delivered by Mr. Hafidz Muksin (the Ministry of Education and Culture Republic of Indonesia). He says that the government has publish some policies regarding to the education to overcome the COVID-19 pandemic such as: strict requirement for red zone, giving internet quota for teachers and students, modules for teachers, parents, and students in elementary school, free online platform and content, etc. He hopes that this webinar will be fruitful and successful to improve the education in APEC area.

Best Practices for Inclusive Education at Elementary (Primary) Level

1. Mr. Syahrir, S.Pd., M.Pd (Indonesia) - Headmaster - SDN 86 Talotenreng - Wajo Regency, Indonesia

Mr. Syahrir 

Mr. Syahrir is the headmaster of SDN 86 Talotenreng. The school location is very far from the city. He shows us how to prepare and do Best Practice at his school during COVID-19 pandemic. They are:

• guiding his teachers to study the syllabus
• providing basic facilities to prevent the spread of COVID-19 virus
• learning lifeskill in tackling the COVID-19 pandemic
• teaching the teacher how to use technology
• facilitating students with tablets/gadget from government
• motivating teachers to join webinar

He points his final presentation by saying that "The leadership of a leader is very important in response to COVID-19."

2. Mrs. Jaida Malonzo - School Principal - Batino Elementary School - Quezon City, Philippines

Mrs. Jaida talks about her school in which her school has special education teachers and general education teachers because it has children/students with special need. She further talks about what she has done to update, upskill, and upgrade her teachers:

• in-service training/learning action cell
• competency enhancement
• mentoring fellow teachers
• webinars on mental health

What I like best from her presentation is that she transcribes or embosses the braille modules. Key learning points from her presentation are:

• distributed leadership
• support and collaboration, trust, as the collective glue
• connect to learn or learn to connect between technology and pedagogy

Lesson learned:

• You can not give what you do not have
• Make your faith larger than your fears
• Make your dreams bigger than your doubts
• Our strength lies in being a part of a community

3. Mr. Mohd. Fadzli bin Ishak - Head of IT Department & Science Teacher of SK Taman BUkit Indah, Johore, Malaysia

Mr. Mohd. Fadzli bin Ishak

Mr. Mohd. Fadzli bin Ishak presents his presentation about how the Ministry of Education Malaysia has made preparations to help teachers and students to do online learning. The Ministry of Education and Culture Malaysia has some platforms and apps that can be used by all teachers in Malaysia to help them in remote learning. They are:

• DELIMa Portal (Digital Educational Learning Initiative Malaysia) combining 3 digital platforms from Microsoft, Apple, and  Google
• EduTV free channel
• e-Class initiative by Digital Classroom Group supported by Microsoft and MOE Malaysia
• Cikgoo Tube, teachers as youtubers.

For the Teachers' Professional Development, MOE Malaysia has some programs such as:

• Free online webinar via You Tube organized by Teachers Association such as Digital Classroom, Pendidik Digital PGSM, etc. supported by MOE Malaysia
• Microsoft Educator Centre

Best Practice during online classes:

• teachers must appears on the video to establish teaching presence
• active participation from the students during online classes
• provide feedback to improve students outcome
• teachers provide students with the opportunities to interact with their peers (group work, discussion)

4. Ms. Hyejeung Lee - Elementary school teacher in Seoul, Korea

Ms. Hyejeung Lee shows us how the Ministry of Education Korea helps teachers how to prepare for online classes to give the best result. The preparation are as follows:

• School - offer equipment to teachers (headphone with mic, webcam, pen tablet, install wifi), and to students (tablet to whom need it)
• Other organizations - stabilize the platform and introduce useful services (Google G-Suite and Zoom)
• Teacher - choose platform for online classes and trining students with pilot lessons
• Student - give feedback about pilot lessons

How to manage online classes:

• Zoom
• Check attendance
• Check progress rate
• Upload classes
• Q & A assignments feedback

How to create materials for online classes:

• Power Point
• Miri Canvas
• Google Survey

5. Question and Answer

After all the speakers delivered their presentation, Dr. Margarita C. Ballesteros asks some questions regarding to the speakers' perspectives how to overcome the COVID-19 pandemic and what solution that they have to solve the problems in terms of education.

The questions are among others:

• What have you done to catch up with digital natives? A digital native means that a person who has grown up in the digital age, equipped with the ability of technological use (i.e. smart devices)
• What do you thin are the differences in competencies required for online untact education? In comparison with those required for conventional education.

At the end of the session, Mr. Myungsun points out his closing that teachers must:

• establish clear vision and objective
• give extra care to disable students
• have micro perspective (national and practical level)
