The 4th ICCEP (International Conference Early Childhood Care Education and Parenting was held on July 25, 2025 in Bandung. The conference was attended by 100 participants from 11 Southeast Asian countries and beyond, including: teachers, parents, universities, government agencies, non-governmental organizations, community services organizations, intergovernmental organizations, public and private sectors.

Angklung is played by the deaf students of SLBN Cicendo from Bandung.

Opening remarks. Recognizing the importance of quality Early Childhood Care and Education (ECCE), SEAMEO CECCEP ( has been actively promoting awareness and engagement among academics, educators, parents, practitioners, private sectors, community service organizations (CSOs), non-governmental organizations (NGOs), intergovernmental organizations, and development organizations. These entity play a crucial role in shaping and implementing ECCE policies and initiatives, ensuring that effective strategies reach the most vulnerable and underserved populations.

The international conference serves as a strategic platform for exchanging ideas, best practices, and research findings to enhance early childhood education and parenting.

1000 days of birth is a challenging time for children in order not to be a stunting. Investment on early childhood or preschool is important in order to improve the quality of learning. Early childhood is a crucial stage of human development, shaping lifelong learning, health, and well-being.

low teachers wages and quality
low investment in ECCE sector
inefficiencies in governance

If we want to improve the quality so we must improve the wages. Recent positive development in ECCE in Indonesia: overview of policy shifts:

"Peran Desa Dalam Pemenuhan Layanan Early Childhood Eduaction (ECCE) or PAUD" Bidang pendidikan kewenangan desa: Partisipasi dalam sekolah atau Angka Partisipasi Sekolah. Pendidikan Dasar dan Menengah 7-18 years old. PAUD 5-6 years old. Kesetaraan 7-18 years old. 17 SDGs desa nomor 4 yaitu Pendidikan Berkualitas.

Current condition: Indonesia Human Capital Index lags behind Thailand, Malaysia, Brunei, and Vietnam. Current condition: Indonesia's numeracy, literacy, and science skill. Early Childhood Education as a foundation for the Golden Generation 2045.Education is a national priority and crucial indicator of human capital and key drivers of development.
